For the fire, I'd try putting the fire layer over the characters and under, and playing with the above layer's blending filter thingies and opacity till it looks right. I'm not sure if they have that sort of thing in paint shop pro...but photoshop 7 and that seem fairly similar. :-/ Maybe you can figure it out.
